Speech by H. E. Masashi Namekawa, Ambassador of Japan to the Republic of the Fiji Islands On the Occasion of the Signing and Exchange of Notes for the Project for the Construction of the Information and Communication Technology Centre at the University of the South Pacific

Ladies and Gentlemen,
I am deeply honoured to represent the people and the Government of Japan in today’s signing and exchange of notes ceremony, which formalises Japan’s grant assistance to the University of the South Pacific for the commencement of construction on the new Information and Communication Technology Centre.
As many of us may recall, the Exchange of Notes for detailed design was signed on February 1st 2008 to undertake the first stage of this project, which is now in progress, and today, we are just moving to the next stage by formalising construction works on the ICT centre. In this regard, I am very delighted and would like to congratulate all stakeholders. I would also like to urge them to make sure that this project is up and running in due course for the people of the region.
Japan recognises that distance and flexible learning are a more convenient approach in this new era and supports USP efforts with USPNet for the remote Pacific Island countries. Hence, Japan’s assistance in the ICT area of the USP can be regarded as a great contribution to upgrade the standard of IT in the region, ICT centre holds an exceptionally strong appeal to not only USP students but also people of the region as the central regional University. This grant aid will empower USP with an ICT Centre comprising of a Multi-purpose Lecture Theatre with capacity for 300 people and a Department of Computer Science as the core of the Centre. This centre will support the IT environment in the campus and operation of the USPNet, a Department of IT Research and Development which will focus on joint research and development with external organisations and a Department of Engineering specialised in communication technologies.
Ladies and gentlemen, I hope this contribution from the Government and people of Japan, through your Government, to the University of the South Pacific will be an added milestone achievement for students and academics in this region, and I am sure that through the Centre’s contribution, every USP member country will benefit.
I take this opportunity to reiterate the important role which the USP and the Fiji Government play for the development of this region, and I hope that by realising this role once again, the stakeholders would work diligently to improve circumstances for strengthening cooperation within the region. Japan recognises the value of further strengthening such cooperation and is committed to working with the Governments of the island countries in this region towards promoting regional economic development and the well being of its people.
Ladies and gentlemen, I look forward to the successful completion of this project and sincerely hope that this project will serve to strengthen cooperation and friendship between the governments of twelve USP member countries and people of Japan.
